Responsibilities: Leading software development efforts and delivering high quality products that are on time and within budget parameters; ensuring that all requirements for the software development project are understood and met; gathering additional information from the project manager, stakeholders, or users to accomplish this; acting as a product expert within assigned product line; partnering with counterparts in the project management organization (PMO) and business line on product direction; leading, delegating, and/or mentoring the individual project development team on detailed design documents; leading, delegating, and/or mentoring others to develop programming specifications, assign software coding tasks, ensure software quality, ensure technically appropriate solutions, and balance tasks against available resources and business, budget, and technical needs; leading, delegating, and/or mentoring the development of technical deployment, and user and technical documentation; maintaining detailed communication with management, and at times with business line counterparts; leading the maintenance of the development, test, and production environment; serving as the key technical point of contact in developing the technical solutions in response to Request for Proposals; participating in pre-marketing activities and writing of proposals; developing and presenting technical white papers and human services solution presentations; building repeatable solution architectures with appropriate controls to support segment quality, growth and profitability goals; working closely with Human Services Operations management and staff, Operations Systems' technical engineers, and process engineers to provide guidance and ensure adequate design for meeting Human Services' business objectives and strategy; serving as liaison between the business (functional) and technology staff to clarify system requirements for proposed solutions; designing, developing, and leading implementation planning and operational readiness for successful contract launch with a matrix team; assisting in phases of the lifecycle development process as required; preparing and reviewing technical documentation as required; assisting projects on technical matters to address needs of the client and other stakeholders.
The Ideal Candidate will Possess the Following Additional Education and Experience :
1. Must have Bachelor''s degree (or foreign education equivalent to a U.S. Bachelor''s degree) in electronics engineering, computer science, or a related field, plus 5 years of progressively responsible experience as an Architect, Software Developer, or Software Engineer.
2. Must have experience using Java, MS SQL Server, VB Script, Visual Interdev, HTML, .NET, and C# in designing and developing software systems for use in government health and human services agencies (such as child support enforcement, Medicaid, TANF, or child welfare).
3. Must have experience deploying systems using Hyland Onbase Imaging products and Lombardi workflow products.
4. Background, reference, and motor vehicle checks will be conducted.
5. Will be required to visit various client sites in U.S. for business meetings (approximately 20% of year).
6. Must have a Min. Exp (Yrs): 5
